GeoSetter - Tag Photos with GPS Location

 GeoSetter is a FREE tool for Windows (XP or higher) for showing and changing geo data and other metadata (IPTC/XMP/EXIF) of image files (e.g. images taken by digital cameras). Simply import a track file (.GPX) and browse to an image set to sync GPS locations to the image EXIF header. Adding GPS information to survey photos is important when a stitching program cannot align the photos and needs to know where the photos were taken to improve results.

Please note that the current version of geosetter does not show the maps correctly. You will need to select Help > Check for Updates to download the BETA version which fixes the map issue.
